Syrian air raid kills 30 in rebel-held town: local doctor
AZAZ, Syria (Reuters) - A Syrian air raid killed 30 people in the rebel-held northern border town of Azaz on Wednesday, a local doctor said, and a bomb went off near U.N. and military sites in the capital Damascus, wounding three.
The doctor, Mohammad Lakhini, said at a hospital in Azaz that scores of people were wounded in the air strike. It reduced several houses in the town to rubble and dozens of men clawed through the concrete and metal debris looking for survivors.
As the violence intensified, U.N. human rights investigators accused forces loyal to Syrian President Bashar al-Assad of committing war crimes and crimes against humanity.
They said rebels had also committed war crimes, but the violations "did not reach the gravity, frequency and scale" of those by state forces and the pro-Assad shabbiha militia.
"The commission found reasonable grounds to believe that government forces and the shabbiha had committed the crimes against humanity of murder and of torture, war crimes and gross violations of international human rights law and international humanitarian law, including unlawful killing, torture, arbitrary arrest and detention, sexual violence, indiscriminate attack, pillaging and destruction of property," said the 102-page report by the independent investigators led by Paulo Pinheiro.
In video posted by activists earlier on Wednesday, residents in Azaz - situated just north of the major urban battleground of Aleppo - screamed and shouted "God is greatest" as they carried bloodied bodies from collapsed concrete buildings.
The opposition Syrian Observatory for Human Rights said dozens had been killed. One activist in the town said at least 30 bodies had been found and rescuers were searching for more.
The video footage, which could not be immediately verified, showed crowds of residents wrestling with steel bars and pulling away a giant slab of concrete to reveal the dust-covered arm of a child. "This is a real catastrophe," said an activist who gave his name only as Anwar. "An entire street was destroyed."
Seven Lebanese hostages being held in Azaz were also wounded, with four others still missing, a rebel commander said.
"The building they (the hostages) were in was hit ... We were able to remove seven from the wreckage. They are wounded, and some of the injuries are serious," rebel commander Ahmed Ghazali told the Lebanese news channel Al Jadeed.
Assad's forces have increasingly used helicopter gunships and warplanes against the lightly-armed insurgents.
In Damascus, a bomb exploded in the car park of a hotel used by U.N. monitors, but several military buildings are also in the vicinity and it was not clear what the target was.
"CRIMINAL AND BARBARIC"
No U.N. staff were hurt in the blast, which occurred exactly four weeks after a bomb killed four of Assad's senior aides. The bomb set a fuel tanker ablaze and black smoke billowed over the city. Ash and dust covered white U.N. vehicles parked nearby.
State media said three people were wounded in the bombing and several rebels were killed or captured in a separate gunbattle with security forces in the western district of Mezze.
Deputy Foreign Minister Faisal Mekdad said the bomb blast proved "the criminal and barbaric nature of those who carry out these attacks - and their backers in Syria and abroad".
U.N. emergency relief coordinator Valerie Amos, on a mission to seek more access for aid deliveries, was meeting European Union officials in Damascus when the bomb went off.
She herself was unable to reach the town of Douma, a trouble spot just north of the capital, due to bombardment.
"Waiting at checkpoint to get into Duma. Sounds of shelling. Could not enter," Amos tweeted. The authorities told her she had been turned back for her own safety, her spokesman said later.
Groups calling themselves The Descendants of the Prophet Brigade and the al-Habib al-Mustafa Brigade said on a Facebook page they were jointly responsible for the bombing and that the attack had killed 50 soldiers. It was impossible to verify that claim.
Last month Assad's troops successfully counter-attacked after rebels seized parts of Damascus. They are still trying to dislodge insurgents from Aleppo, Syria's biggest city.
A Syrian air strike has wrecked a hospital in a rebel-held area of Aleppo, a doctor there said on Wednesday, an attack that New York-based Human Rights Watch said violated international law. At least two holes gaped in the walls of Al Shifaa Hospital and four floors were heavily damaged by Tuesday's raid.
"If we had lingered just another five minutes, we would have died," said the surgeon, who gave his name only as Younes.
Dust covered hospital beds, incubators were broken and the floor was strewn with rubble. Water from a broken tank had leaked out, mixing with patches of blood.
More than 50 were killed across Syria on Wednesday, the Syrian Observatory said, after 160 the day before.
Opposition sources say 18,000 people have been killed since the uprising against Assad erupted in March last year.
Syrian state media said Amos met Foreign Minister Walid al-Moualem to discuss the growing needs of civilians affected by the "destruction of private and state property by terrorist armed groups" - the government's usual term for rebels.
The bloodshed has divided regional and world powers, foiling peace efforts and paralyzing the U.N. Security Council on Syria.
Russia accused the West on Wednesday of reneging on an agreement to establish a transitional government in Syria and of prolonging the bloodshed by encouraging the rebels to keep fighting to overthrow Assad.
Foreign Minister Sergei Lavrov said an agreement made by world powers and the then-peace envoy Kofi Annan in Geneva on June 30 was still valid and urged the West to do more to put it into practice.
Most Western and Arab governments have called on Assad to go, saying his government's violent response to initially peaceful protests give him no place in a future Syria.
Russia has opposed tougher U.N. sanctions against Damascus, a long-time strategic ally, but denies it is actively helping Assad remain in power.
Muslim heads of state were expected to suspend Syria from the Organisation of Islamic Cooperation at a summit in Mecca on Wednesday, over the objections of Iran, Assad's closest ally.
The 57-member body's rebuke is mostly symbolic, but it shows Syria's isolation in much of the Sunni-majority Islamic world.
REGIONAL STRUGGLE
Syria's own Sunni majority is the dynamo of the revolt against Assad, whose Shi'ite-rooted Alawite minority is at the core of a ruling system based on the army and security services.
Syria has been caught up in a wider sectarian-tinged tussle pitting Shi'ite Iran against Saudi Arabia and its Sunni-ruled Gulf allies. Turkey has also turned against Assad. Tehran is determined to prop up a proven ally who has provided vital support for its Shi'ite ally Hezbollah in Lebanon.
Ankara and Washington have pledged to step up aid to the Syrian opposition and planning for a post-Assad Syria.
In a sign of how the war in Syria affects its neighbors, a Shi'ite clan in Lebanon said it had kidnapped more than 20 Syrians there after rebels seized a kinsman in Damascus.
Clan member Maher al-Meqdad said the action was to win the release of Hassan al-Meqdad, held for the past two days by Free Syrian Army rebels who said Hezbollah had sent him to Syria.
Maher al-Meqdad said his relative had gone to Syria before the uprising began and had no links to the fighting there.
Syria's uprising has polarized Lebanon, where Sunnis mostly support the rebels, while Hezbollah backs Assad.

German Cabinet approves strengthened export laws
BERLIN (AP) ? Chancellor Angela Merkel's Cabinet has agreed upon changes to strengthen and modernize the country's export laws, the Economy Ministry said Wednesday.
One major focus is on so-called dual-use goods ? items that can be used for either civilian or military purposes.
Under the proposed changes, which have to be approved by Parliament, all unauthorized export of dual-use items will now be prosecuted criminally where in the past that was only possible under certain conditions.
"The deliberate and unauthorized export of so-called dual-use goods ... will, under this new proposal, all be prosecuted criminally," said Merkel's spokesman Steffen Seibert.
The proposal also calls for increasing penalties for violating arms embargoes to a maximum of 10 years from the current five, Seibert said.

If investing is about creativity, how come so many members of our community cover their ears the second an investing discussion begins? Why aren?t we the best investors of all?
In fact, when I think of investing, I don?t think about artists. I think about button down suits and Wall Street types. Maybe we?ve been wrong all along.
I think the talking head is right. We should be the world?s best investors. Legendary mutual fund manager Sir John Templeton built a reputation on always looking left automatically if the crowd was gazing to the right. That sounds like our community, doesn?t it? We see the unexpected, feel what others miss, and bring life to what others pass over as the mundane pieces of the world.
Imagine how rich we?d be if we applied our natural abilities to good financial management!
We can apply our abilities to financial planning. We can be great investors. All it requires is for us to overlay the areas where we already excel onto a new palate of good financial habits.

4)?Find good coaching. The best artists I know learned from someone else. Sure, they were equipped with natural talent, but to hone that skill took practice and the knowledge of someone who?s been there before.

5)?Hold firm when everyone else gives up. ?Buy and hold? is a time-tested strategy in the investing world. Yet investors constantly lose money by panicking when markets go bad.
Great artists have the fortitude to forget the markets and the pressures felt by others, and stick it out. While this didn?t always make them rich, it did make sure that they took their time and avoided making bad moves with money.

Researchers have begun building a drivable robot named Stompy that will have six legs and will be large enough to walk over cars. Moreover, they want to make it possible for robotics hobbyists to make one for themselves.
Besides the "wow" factor, the creation of Stompy is meant to make it technically possible and affordable for groups of non-experts to build giant robots,?according to Stompy's Kickstarter page. Its designers say they will hand out their diagrams.?
"The bigger goal is to encourage others to start building things on this scale and to enable people to build robots like this," said James Whong, one of Stompy's lead engineers. Whong is also a professional robotics researcher, although Stompy is not a project of his company or of any of his colleagues'.?
As the first of Stompy's legs is being welded together, Whong and his team are in the process of raising $65,000 for the steel and electronics that would finish the project. Those who donate $300 or more will get to ride in Stompy when it's finished, estimated to be next May, the team says. As of this writing, Stompy's builders were $3,005 from their goal.
When finished, Stompy will weigh two tons and will have a chassis with two seats, for a driver and a friend. It will run on a 135-horsepower engine that powers hydraulic legs that work much the same way forklifts or backhoes do.?
The machine monster is designed to be 10 to 100 times cheaper to build than comparable professional?robots, and its creators have promised that once they have their first design up and running, they'll release their diagrams, class lectures, computer codes and other materials for free.?Stompy's lead engineers are all Boston-area roboticists who have worked on projects such as robotic arms or U.S.?military-commissioned all-terrain bots. They unveiled their plans in the spring, when they started an adult-education class in Somerville, Mass., on the topic of building large robots.?
So far, the class has created the designs for low-cost, computer-controlled legs; a computer program to test Stompy virtually; and a full-size version of Stompy's engine. Team members started work on assembling and welding a full-size leg Aug. 12. [10 Animal-Inspired Robots]
The class's latest blog post shows one small way they're making Stompy and Stompy-like robots easier for non-experts to assemble. The metal pieces of one of the robot's thighs have tabs to hold the pieces together before welding.?
"Having the tabs makes assembly roughly a bajillion (technical term) times easier," M@ Dunlap, one of the students, wrote. "It's like assembling something from Ikea."?
To keep costs down, the team plans to use surplus hydraulic parts from companies that supply parts for backhoes and bulldozers, Whong told InnovationNewsDaily. Another major money-saver is the fact that everyone is donating his time to the project, instead of commanding the usual engineer salaries. "Right now, this is a labor of love and a passion-based project," Whong said.
If Stompy is funded and completed and its plans are released, people wouldn't necessarily need a background in robotics to make another Stompy, Whong said. However, "from a safety standpoint, some experience with heavy machinery is a must. These are very, very powerful actuators and can be extremely dangerous."
He's eager to see that Stompy isn't alone. "We want to see more big robots like this."

Chevron facility in Calif. deemed hazardous
SAN FRANCISCO (AP) ? Structural engineers on Monday deemed the site of a Chevron refinery fire in the San Francisco Bay area hazardous for human entry after looking at the failed pipe that leaked and sent a towering plume of black smoke into the sky.
Federal and state investigators are discussing plans for how to make the Richmond site safe so the faulty pipe can be removed for testing, said Hillary Cohen, a spokeswoman for the U.S. Chemical Safety Board.
"The crude unit is still off-limits because of safety concerns. Probably for another day or two," said Peter Melton, a spokesman for the state division of occupational safety and health, or Cal-OSHA. That agency is also investigating the cause of the blaze.
The Aug. 6 conflagration destroyed an area of the refinery that produces a large amount of the gasoline that satisfies California's clean-air regulations, the toughest in the nation.
The blaze sent thousands of residents to hospitals with complaints of eye irritation and breathing difficulty. The company has set up a claims center to help those seeking compensation from exposure to the smoke.
Other parts of the refinery, which supplies 16 percent of California's daily gas consumption, are still producing fuels. But the refinery's reduced output has sent state gas prices rising higher than normal, analyst said.
The average price for a gallon of regular on Monday in California was $4.07, up from $3.86 last Tuesday.
The small leak in the eight-inch pipe was discovered quickly by Chevron's engineers, a fact that may have helped save their lives, said Randy Sawyer, chief environmental health and hazardous materials officer for Contra Costa County, where the refinery is located.
When the crew removed insulation to inspect the decades-old pipe, the more than a dozen of Chevron's crew were engulfed in a cloud of vapor and narrowly escaped the unit before the fire ignited, investigators from the U.S. Chemical Safety Board said.

Investigators want to learn why Chevron did not replace the old pipe that failed, and suspect corrosion as a likely cause of the leak.
The company had inspected the unit last November and replaced a larger corroded pipe that was connected to the one that failed, federal investigators said.
"Investigators continue to be onsite and we are fully cooperating with them to move this investigation forward," said Melissa Ritchie, a company spokeswoman.

Brazil wants to quickly get over Olympic loss

LONDON (AP) ? Brazilians looked dejected with the silver medals around their necks after the men's Olympic soccer final. They recognized it as a huge defeat.
Not only did Brazil miss winning its first gold in soccer, but its 2-1 loss to Mexico on Saturday also raised doubts about the future of the national team just two years ahead of the World Cup it will host.
The players acknowledged the defeat was a blow to their morale, but remained confident they'll get over it quickly.
Coach Mano Menezes said the team's preparations will stay on track, although his job is not secure after Brazil's failure despite being the heavy favorite to win the competition.
"One loss should not play too big of a role in our future," Menezes said. "Just like one victory shouldn't either. If we had won the final it wouldn't have solved all of our problems. These players matured during this competition and that's not going to be wasted because of the loss. They will take that with them and it's going to help them when they play in the World Cup."
Menezes may not be the one leading them by then, as the Brazilian football federation still hasn't said that it will keep him. The federation hinted before the competition that a disappointing result at the Olympics could cost Menezes' job, but a decision is not expected until the team returns to Brazil later this week.
The Olympic tournament was seen as a big test for Brazil's young team. Most of its top players made the tournament's under-23 age limit and had the chance to show fans back home that they can be capable of leading the senior team at the World Cup in two years.
Captain Thiago Silva, one of the three players older than 23, said a victory would have helped improve the team's confidence, but the defeat shouldn't be seen as a sign that everything is wrong with the team that came to London.
"It's not the end of the world," he said. "We learned many lessons just by being here and we showed our potential by reaching the final."
Neymar was one of the players who felt they missed their only chance to try to win an Olympic gold medal, which made the loss that much more difficult, but he also wasn't lamenting the setback too much.
"We have to keep our heads high and move on," said Neymar, touted to be carrying Brazil's hopes in the future. "The World Cup is still a long time away, a lot of things can still happen until then, there's time. We wanted to win the gold, that's why we came here, but it didn't happen and we just move on."
Menezes said the players should be given credit just for reaching the final. He had acknowledged, however, that the gold medal would have helped the team take an important step trying to restore its status as a winner in world football.
Brazil was one of the most dominant nations in football in the 1990s and early 2000s, winning three World Cup titles and two Confederation Cups. It also reached another World Cup final and won four Copa Americas from 1997-2007.
But the five-time world champions haven't had much success since their elimination in the quarterfinals of the 2006 World Cup in Germany. It also fell in the quarters in 2010 in South Africa and last year in the Copa America in Argentina.
Brazil's last major title was the 2009 Confederations Cup, and since then Spain emerged as the dominant football force with a World Cup title and consecutive Euro Championships.
Brazil will play a friendly against Sweden in Stockholm on Wednesday before returning home. Menezes said Saturday two players from the Olympic squad will not make the trip, Paulo Henrique Ganso and Bruno Uvini. Left back Marcelo was already ruled out because he was sent off in Brazil's latest friendly.
Chelsea defender David Luiz, his teammate Ramires and Corinthians midfielder Paulinho will also be available for the match.
Mexico seizes the momentum in the first minute of the game and never looks back as it beats Brazil 2-1 in the gold medal match. Oribe Peralta scores both goals, leading Mexico to its first soccer gold medal.

12-year-old dying of cancer inspires the world on YouTube
Talia Joy Castellano, turns 13 next week, and she tells the world via YouTube she?ll be celebrating. The young girl who has been battling cancer for more than five years, looks dainty and fragile, but her big brown eyes and demeanor are strong and optimistic as she tells her fans not to worry. So, Mitt Romney wants a debate over whether health insurance saves
Mitt Romney, still talking about the Joe Soptic story in his campaign's latest ad:
VOICEOVER: What does it say about a president's character when his campaign tries to use the tragedy of a woman's death for political gain? What does it say about a president's character when he and his campaign raise money for the ad, then stood by as his top aides were caught lying about it? Doesn't America deserve better than a president who will say or do anything to stay in power?If you haven't seen the ad that has got Romney so angry, it was released earlier this week by the pro-Obama Super PAC Priorities USA. It tells the story of Joe Soptic, who in 2001 lost his job at a steel plant owned by Bain. When Romney's firm shut down the factory, every worker lost his job and health insurance, but Romney and Bain made millions. Soptic's wife was able to get insurance from her own job, but she soon lost that as well, and in 2006, she died of cancer 22 days after it was discovered during a visit to the emergency room.ROMNEY: I'm Mitt Romney, and I approved this message.
According to Romney's campaign, to tell this story is to accuse Mitt Romney of murder. But that's absurd. Mitt Romney is not directly responsible for the death of Soptic's wife and nobody says he is.
We'll never know whether health insurance would have saved Soptic's life, but at least it would have given her a better chance. And although Mitt Romney isn't the only reason she didn't have insurance, he was CEO and sole-owner of Bain Capital when Soptic lost the insurance that could have covered her.
Romney's campaign has pointed out that if Soptic had lived in Massachusetts, his wife would have gotten coverage there, thanks to Romneycare. But now Mitt Romney opposes extending Romneycare throughout the nation. He wants to repeal Obamacare, which would deny the security of health insurance to the Joe Soptics of the future, and the only reason he's taken that position is to preserve his political viability within the Republican Party.
So not only did Mitt Romney play a role in Soptic losing health insurance coverage, he now opposes the law that would make make sure that no American ever again will be forced to go without coverage. Thanks to Obamacare, every single American will have access to affordable health insurance starting in 2014. Mitt Romney wants to take that away.
Does all this make Romney a murderer? No.
But does it mean Mitt Romney's business practices caused people like Joe Soptic to lose their health insurance so that he could make more money? Yes.
And does Mitt Romney want to repeal Obamacare, which will guarantee every American access to affordable health insurance? Yes.
Those questions are entirely reasonable for a campaign. If Joe Soptic's story makes Republicans uncomfortable, then they should take it up with Mitt Romney, because he's the issue here. Not President Obama.
Oh, and one last thing: Romney's ad claims that the Priorities USA ad was run by the Obama campaign. That's not true, but I wouldn't rely on that fact to sidestep this debate. Moreover, it sets a precedent that Romney now sees himself as being responsible for his own Super PAC ads, and that's going to be a bigger problem for him than the president. Also, Romney says President Obama himself raised funds for this ad. That's not entirely true. President Obama has authorized his campaign to support Priorities USA in fundraising as allowed by law, but he is not personally raising funds for the group. But these facts are side notes: The central issue here is that Mitt Romney refuses to confront the issue at the heart of the Soptic story.

Standard Chartered begins fightback on Iran allegations
WASHINGTON/LONDON (Reuters) - Cowboy local regulator or the exposer of lax federal bureaucrats?
That's the key question being asked about New York banking regulator Benjamin Lawsky after his explosive charge that London's Standard Chartered bank abetted $250 billion of money-laundering transactions with Iran.
Standard Chartered won help Wednesday from Britain's central bank governor, who portrayed Lawsky as marching to his own tune, and marching out of step with federal regulators in Washington. "One regulator, but not the others, has gone public while the investigation is still going on," the Bank of England's Mervyn King said at a news conference in London.
Meanwhile, the U.S. Treasury Department, in a letter responding to a request for clarification from British authorities, said it takes sanctions violations seriously.
The British bank lost over a quarter of its market value in 24 hours after Lawsky, the head of New York State's Department of Financial Services, threatened Monday to cancel Standard Chartered's state banking license, which is critical for dealing in dollars. Lawsky called Standard Chartered a "rogue institution" for breaking U.S. sanctions against Iran.
Standard Chartered shares bounced 7.1 percent on Wednesday to close in London at 13.15 pounds, up from a three-year low of 10.92 hit on Tuesday. They were still down 18 percent since the regulator's threat, which Chief Executive Peters Sands said was "disproportionate" and came as a "complete surprise."
The bank's top executives, some like Sands scrambling back from summer vacations, worked on a defense strategy. So far, the executives have contested the regulator's figures and his interpretation of the law, but they have given little further detail. The bank says only a tiny proportion of its Iran-related deals - less than $14 million - was questionable under U.S. sanctions rules.
Sources told Reuters that federal banking regulators in Washington, who had been probing Standard Chartered's Iran-related deals for more than two years, were surprised by the timing of Lawsky's charges and the stridency of his language.
Lawsky's Department of Financial Services had come to the conclusion the case was getting old and that it wanted to move forward, a person with knowledge of the situation said. The department told other agencies at a meeting in April that it planned to move forward with the case, the person said.
Members of Lawsky's office met representatives of Standard Chartered around May but did not inform the bank it planned to issue an order against it, the person said.
"This is a case about Iran, money laundering, and national security," Lawsky said in a statement on Wednesday. "We will continue to work closely with our law enforcement partners, both federal and state, in this effort. No bank, big or small, foreign or domestic, is above the law."
In Washington, Adam Szubin, director of the Treasury Department's Office of Foreign Assets Control, said in a letter to British authorities that his office is investigating Standard Chartered for "potential Iran-related violations as well as a broader set of potential sanctions violations."
The letter, which was dated Wednesday and obtained by Reuters, came in response to a British request for clarification of U.S. sanctions laws. Although much of the letter focused on so-called U-turn transactions, which are at the center of New York's allegations, the letter said it was not a comment on Lawsky's action.
The alleged U-turn transactions refer to money moved for Iranian clients among banks in the United Kingdom and Middle East and cleared through Standard Chartered's New York branch, but which neither started nor ended in Iran.
In London, King drew unfavorable comparisons between the handling of this case and other U.S. actions against British banks, such as the investigation of interest rate manipulation at Barclays PLC.
In the Barclays case, he said, all regulators in Britain and the United States produced coordinated reports after the investigation was complete.
"I think all the UK authorities would ask is that the various regulatory bodies that are investigating the particular case try to work together and refrain from making too many public statements until the investigation is completed," King said.
Standard Chartered's Sands, in his first public comments since the crisis arose, offered no major new information on the allegations, which the bank has been reviewing with authorities for the past two years.
"(We) fundamentally reject the overall picture and believe there are no grounds for them to take this action," he told reporters. The threat to cancel the bank's license to operate in New York would be "wholly disproportionate," he said.
Although Standard Chartered's business is concentrated in emerging markets, which has helped insulate it from the global financial crisis, it needs to be able to operate in New York so it can offer dealings around the world in U.S. dollars.
Also on Wednesday, Deloitte LLP, which was accused in Lawsky's order of wrongdoing in its role as an outside consultant to Standard Chartered, denied any misconduct. Deloitte was hired by Standard Chartered after U.S. authorities reprimanded the bank for similar lapses on transactions in 2004.
"Deloitte had no knowledge of any alleged misconduct by any Standard Chartered Bank employees and categorically denies that it aided in any way any violation of law by the bank," the firm said in a statement.
Specifically, Deloitte said it "absolutely did not delete" references to transactions from a report, contrary to an allegation in Lawsky's order.
CURSING THE AMERICANS
On Monday, Lawsky had reproduced what he said were quotes from an unidentified Standard Chartered executive director in a conversation in 2006 that demonstrated the bank's "obvious contempt" for U.S. banking regulations.
"You f---ing Americans. Who are you to tell us, the rest of the world, that we're not going to deal with Iranians?" the quote was rendered in documents released by the regulators.
People familiar with the situation said the bank's group finance director, Richard Meddings, one of five executive directors at the time, was the unnamed man.
Ray Ferguson, a bank executive who attended that meeting, told Reuters that while Meddings had used the expletive in a heated exchange, he did not, to his recollection, say the second part of the quote attributed to him about U.S. sanctions.
Meddings did not respond to repeated requests for comment.
Asked for the bank's view on the quote, Sands said: "We don't believe it's accurate." He defended the ethics of the bank, which he has run for six years: "I don't think there is anything wrong with the culture at Standard Chartered,"
Calling the allegations "very damaging", he said he would address "mistakes" that had been "clearly wrong", but said: "There were no systematic attempts to circumvent sanctions."
The BoE's King said he did not share the view held by some that the move in New York was part of a concerted U.S. effort to undermine London as a financial center, following the Barclays probe and a U.S. Senate panel report that criticized HSBC Holding's efforts to police suspect transactions.
One British lawmaker, however, said the affair was part of a "political onslaught" in the United States against British banks.
"I think it's a concerted effort that's been organized at the top of the U.S. government. I think this is Washington trying to win a commercial battle to have trading from London shifted to New York," said John Mann, a member of parliament's finance committee, who also called for a parliamentary inquiry.

There is one area of personal evolution that can make or break your self-esteem and your ability to have healthy relationships.
It?s the ability to set and implement healthy personal boundaries.
Personal boundaries are the imaginary lines we draw around ourselves to maintain balance and protect our bodies, minds, emotions, and time from the behavior or demands of others.
They provide the framework to keep us from being used or manipulated by others, and they allow us to confidently express who we are and what we want in life.
Personal boundaries allow us to be in the driver?s seat of our own lives.
Without healthy boundaries or with very weak boundaries, you simply cannot have healthy relationships. You give up a part of yourself to be available or accommodating. Or you become so entangled with another person and their needs (co-dependent behavior) that you lose your own identity. This undermines your integrity and leads to a loss of self-respect ? and the respect of those around you.
At the root of personal boundary issues is fear. (Isn?t that the root of most issues?) It?s the fear we won?t be loved, that we aren?t good enough or deserving enough just as we are. When we respond to life from this point of emotional weakness, we are letting go of our integrity in order to salvage the crumbs of love and acceptance.
But when you establish personal boundaries, you don?t have to accept crumbs. You can get the entire loaf, a full meal of confidence and support, because you will attract people to you who are emotionally healthy themselves ? people who respect your boundaries.
People with weak personal boundaries tend to attract controlling, disrespectful, or needy people into their lives. Or they simply train others to take advantage of them because they so willingly allow themselves to be used.
Here are some signs of weak personal boundaries:
- Saying no when you mean yes or yes when you mean no.
- Feeling guilty when you do say no.
- Acting against your integrity or values in order to please.
- Not speaking up when you have something to say.
- Adopting another person?s beliefs or ideas so you are accepted.
- Not calling out someone who mistreats you.
- Accepting physical touch or sex when you don?t want it.
- Allowing yourself to be interrupted or distracted to accommodate another person?s immediate wants or needs.
- Giving too much just to be perceived as useful.
- Becoming overly involved in someone?s problems or difficulties.
- Allowing people to say things to you or in front of you that make you uncomfortable.
- Not defining and communicating your emotional needs in your closest relationships.
When you have weak personal boundaries, every act of compliance, self-denial, or neediness chips away at your self-respect and the respect that others have for you. You are in a constant state of insecurity.

The sad irony is that we set weak boundaries believing our behavior will win the love and respect of others. And other people will certainly take advantage of this willing nature. But their respect for you will diminish over time, undermining the love you hoped to maintain.
So how do you begin to establish personal boundaries? For anyone accustomed to being accommodating and compliant, the process of setting and implementing boundaries may feel threatening and unnatural at first. But as you begin to stand up for yourself and your boundaries, you will feel increasingly empowered and confident. You will like and respect yourself, and others will be attracted to your authenticity and self-confidence.
So here?s how to start creating and implementing your personal boundaries:
1. Mind Shift
Begin with the mind shift that having personal boundaries is OK. It doesn?t mean you are selfish or unloving. It is both completely acceptable and absolutely necessary for healthy relationships. Understand that self-worth comes from defining your life as you want it to be, not from the acceptance or identity of others.
2. Define
Sit down and think about how you have been allowing others to take advantage of you and how you might be accepting situations that are really unacceptable to you. Make a list of things that people may no longer do to you, say to you, or do around you. Decide how you need physical and emotional space. Define your values, belief system, and outlook on life so you have a clear picture of who you are and how you want to live. Get very clear on that.
3. Communicate
Sit down with the people involved in crossing your personal boundaries and kindly communicate your mind shift. Let them know you have spent some time thinking about what is important and acceptable to you and what isn?t. Let them know how they have crossed your boundaries in the past, and ask them to respect and support your new boundaries.
4. Expect
Expect that this conversation will feel uncomfortable and difficult, especially if you are a pleaser. There may be some defensiveness and push-back from those involved. That?s OK. They?ll get used to your new boundaries over time. Be aware that some people in your life may fall away as a result of your outlook and demand for respect. But these aren?t people you want in your life anyway. You will find you attract new, supportive, and healthy-minded people in your life. Whatever you do, don?t compromise your values, integrity, and self-respect simply to keep someone in your life. Your soul can?t sustain that.
5. Reinforce
It may take some time to train yourself and others around your new boundaries. Continue to reinforce them so that you are taken seriously and respected. Practice saying no when you are asked to do something you don?t want to do. Create a plan for times when someone crosses your boundaries. Let them know what they are doing. Ask them to stop immediately. Walk away from any push-back or negative comments without acquiescing or getting angry. Over time, you and the other person will realize you are serious.
6. Reward
Be sure to acknowledge and reward those who are supporting and respecting your personal boundaries. Thank them and let them know the positive impact it has had on your life. This will motivate them to continue their behavior.
7. Reciprocate
Remember that respecting boundaries goes two ways. Examine your own behavior and words to see where you might be crossing another person?s boundaries. Work to change those behaviors so that you are reflecting the respect and support you want for yourself.
8. Stay Flexible
There?s a difference between healthy boundaries and rigid boundaries. You don?t want to be a controlling or dictatorial person. That?s not the goal. The goal is a healthy relationship with those close to you, balanced by a sense of understanding, mutual support, and give-and-take. There may be occasions when you choose to bend your boundaries or allow someone to cross the line. When someone is hurt or sad, needs extra support, asks for an exception with respect and kindness ? these are times to show flexibility and love. As you gain confidence around your boundaries, you will know when and how to bend them.
9. Be Patient
If you have had weak personal boundaries for years, be aware that this change doesn?t happen overnight. Disengaging from the emotions and beliefs that led you to weak boundaries requires practice, and sometimes it requires the support of a counselor. Begin to recognize and challenge the limiting beliefs that undermine your practice of setting boundaries. Try to require your boundaries are respected even when you feel unsure or uncomfortable.
10. Believe
Believe in yourself and your value as a unique individual who is worthy of love and respect. Trust your instincts and feelings about what you do and don?t want in your life. No one knows better than you who you are and what you desire. Don?t allow others to define that for you. Practice self-confidence and self-love until it feels natural. Setting and requiring boundaries is a great way to practice this.
When you define and implement personal boundaries in your life, you will find that fear diminishes significantly. You will feel more empowered and self-confident because you are communicating your self-worth to those around you.? The more you practice holding fast to your boundaries, the more love, respect, and support you will find in your life.
